That will prohibit *any* sender from relaying through your site, because
by default both sender_address_relay and sender_host_accept_relay must
match. I suggest you leave it out.

That is because that format of mask was introduced in Exim 1.70. The
current Exim is 1.82, and 1.90 will be released in about a month. You
should probably upgrade when it is available. For 1.61 you need to say

sender_net_accept_relay = 194.229.65.0/255.255.255.0
