I'm afraid your user is confused. The correct way to specify a URL form
of newsgroup is
news:comp.os.linux.x
[no /'s in the spec]
This group exists, is carried and has been for several years, and like all
the comp hierarchy is free of charge (other than transport and storage
costs). There are currently around 16-1700 messages in the group.
