Have you read section 21.5? on the owners, owngroups and modemask private
options for an aliasfile director?

If you mean that you want to delegate modification of the *definition* of
an aliasfile director, that would be difficult. The one thing that can't
be modified in Exim, except by recompilation, is the owner/group/mode
checks made on the main configuration file itself (described at the start
of section 7).
