That depends on how you set the list up - it being perfectly possible to
set a list up that allows anyone to post. Having said that - we started
this conversation with the suggestion that posts be restricted to
subscribers only to avoid the increasing spam mail ...

In this instance I would suggest that we maintain a list of people who can
post but are not recipients (directly) of mail to exim-users. We then
require people behind exploders to be on this list and set up exim-users to
only allow subscribers and this list of people to post - a compromise ...
