exim 1.62 not closing fds at the right time

Here's another problem I've been meaning to mention. Again,
FreeBSD2.1.5 and 1.62. The symptom is that if I try to get a
config reload, I can't -- some address is bound and doesn't get
unbound. Until I kill all (?) of the exim processes, I can't start
up a new exim -bd. I'm guessing that it has something to do with
the following in my config:

    local_interfaces        204.213.252.12:204.213.252.17
