It is documented in the Sendmail Operaters Guide :) This seems to be a
"best accepted practice" among several mailers. Sendmail can be
configured to look for "ESMTP" (I think this is still the default), or to
try ehlo all the time. So can Zmailer, but by default it tries ehlo all
the time.

Basically, there are a bunch of mailers out there, that are overly
cautious about trying ehlo.
