refused relay question

1997-03-31 14:29:17 refused relay (host) to 'D.Ganti@???' from
<hostmaster@???> H=chai01.chai-pani.com [199.171.99.140]

Apparantly, this message had the recipient within single quotes? Was
it reasonable for exim to refuse this? If I had not configured relay
stuff, would this have failed anyway (because of the quoting?)
