Are you using Exim 1.61? There were some changes to make the rewriting
stuff more flexible that came in at 1.60. If you aren't, please take a
look at 1.61, which can do the whole rewriting thing by various kinds of
lookup.
If you are using 1.61, I'll take another look at your question :-)
