Limiting mails to mailing-lists?

See what you make of this...

I have a mailing list that contains about a 1000 people. Becuase of the
popular subject matter, it can get quite lively with many people posting
articles of interest. Problem is, some days you get a couple of postings,
other you might get 30 and people don't always take too kindly to this.

I need a method of spooling the postings and mailing one, say, every 2
hours. Or even better would to allow a maximum of, say, 10 a day.

Can anyone think of a method other than piping all postings to a file
and having a cron job pulling one off and posting it a regular periods?

I'd also be interested in talking to others who have been in the same
position and have found a way around it.
