Yup.

Nope. Just that not putting one in made exim add such a header. And
that originally diagnosing this behavior took a little while because
so many programs touched the message. Until I found the blurb in the
SmartList source files mentioning that some MTAs add Resent-to:, I
wasn't sure which program was the culprit.

Yup. you've got the fix pegged exactly. That's the fix included as an
example add-on in the SmartList package, one that I use and am
satisfied with.
