No rfc1413 is good rfc1413

It seems turning off rfc1413 fixed at least one complaint. I vote to
have it off by default. It really isn't all that useful anyway.

This seems to have fixed the problem.

I was testing from Sun unix, and, yes, we are behind a firewall.
