The permissions are this.
ls -lZd /etc/exim /etc/exim/dkim
drwxr-xr-x. 3 root root system_u:object_r:etc_t:s0 142 Sep 19 20:55
/etc/exim
drwxr-x---. 2 root glow unconfined_u:object_r:etc_t:s0 103 Sep 20 08:17
/etc/exim/dkim
Ah. exim is not a member of glow so does not have access to the dkim directory.
I think the fix is:
sudo chgrp exim /etc/exim/dkim
