The notion of "the same MTA" is rather questionable these days. Many
apparently multi-homed MX hosts are just IPs of separate machines lumped
under a single name for convenience.
Exim is far from alone in trying a second MX host IP address (regardless
of whether the hostname is the same or not) when a recipient tempfails.
Postfix will do exactly the same, though the count of MX host live
connections tried before deferring the message defaults to two (up to 5
addresses for TCP connection attempts, but only two delivery attempts
once a connection succeeds).
