Thanks for the suggestions. I think we're probably going to just tell
users that "inbox" (and thus "keep", and the default handling in case of
a filter error) are not supported in Sieve filters on our system.

I think the clean solution here would be an additional option on the
redirect router (e.g. sieve_inbox_path) that allows the location of
"inbox" to be specified. This could then be handled the same way as any
other path generated by a filter file (i.e. transport determined by
whether it ends with "/" or not).
It would also avoid the need for the conditional expansion of "file" to
handle "inbox" in the simple case.
