Not necessarily for Sieve filters, but we definitely do for Exim filters.

I can't see how to make a single transport switch between file and
directory delivery.
That's the issue - Exim unavoidably uses file_transport for "inbox",
because it doesn't end with "/", so if I want "inbox" to go to a
maildir, then my file transport has to send everything to a maildir
(AFAICT).
