Updated patch
My original patch did not strip the $flag from delivery records breaking
parsing of addresses used in local destination addresses. It also broke address
reporting in relayed message reporting.
Always removing the flag values appears to break matching "H=" values which can
be the first field in rejection messages.
I also mistakenly removed Completed messages which broke time on queue
reporting. Skipping non-essential records based on $flag values was already
implemented correctly.
