The sources are at git://git.exim.org/exim.git
You get to build it yourself; but it's available all the time.
During the run-up to a release, Release Candidates are packaged by
the maintainers. These are notified on both the exim-users
list and on the exim-announce list, and the notifications
give an FTP access location. You still get to build it
yourself.
