Is there an operational difference?

Is the issue purely the presentation of the ipv6 address? The two presentation
forms should be equivalent in operational terms. Presenting in expanded form
is
a deliberate change introduced, for -bh and -bhc, back in 2004 (6f0c9a4f0114).
