patch to protect against an attack on BIMI

BIMI is a draft standard for verifying logos which the sending domain may
request that MUAs display.

This patch allows a sysadmin to configure exim to protect MUAs from attacks on
BIMI, as advised in the BIMI draft RFC.

The patch includes documentation and a test-suite test.
