17648b558fc2 & 12fab4b0af47 address.
The addresses have to be parsed for qualifying, whether or not there is an
applicable rewrite. We were retaining the newline that terminates the header
as part of the string being parsed, and hence the fragment being logged.
Additional confusion arose from only logging when there were actual rewrite
rules, so two bugs.
