This shows up rapidly, on one affected system. We can conclude that the
essence of
https://bugs.exim.org/attachment.cgi?id=1453 correctly fixes the
major issue, which is a non-fastramp event arrival at the daemon overwriting
the flag for the normal periodic queue-run tick expiry.
