That first run saw a retry record for the address; the "next run" time was
not yet reached. I'm not sure it that is affecting the test, but it
give more possible testcases. Try removing the retry hints DB files
before each run, at least. The debug output can be trimmed: the interesting
part starts at "Considering: test@???" and ends at
"deliveries are done".
