If your system is feeding bad (or no) receipients to exim, then it
should be something you want to fix. That's basically what paniclog
is there for. Sending a bounce often isn't helpful for for command-line
sourced messages; nobody writes an automated mail expecting to have
to deal with bounces. You're lucky if they handle command fail codes.
Good call on the extra message_id; I'll drop that.
