Should take either the log form of timestamp, the Message-ID: header
form with the leading 'E', or just the timecode section before the first '-'

Should use the local config for localhost_number consequences, by
default (and take an option to override that).

Option to output seconds-since-epoch.
Option to output Zulu timezone.
