Index build for the html is done by a perl subroutine "build_indexes"
in script/gen of the exim-website git tree
(git://git.exim.org/exim-website.git)
[which you need existing next to your exim git tree for the
release-process/scripts/mk_exim_release script to find and use]
It uses XML::LibXML facilities to tease out the index point markups in the
stuff generated starting with the spec.xfpt file, and sorts and creates
new chapters which are the indexes.
