Well, it could be easily checked disabling TLS for relevant transport
and recording a traffic dump for outgoing mail. If mail is not damaged
but outlook.com reports an error "ovesized header", then problem is
definitely on Microsoft's side.

However, problem could disappear in case of disabled TLS. :)

It's better to do preliminary analysis on your own and get a proof that
your system behaves as expected. If you present a traffic dump, MS has
no way to blame client's side and reject the report.
