[pcre-dev] Release of 10.37

I have just put the 10.37 release in the usual place:

There are no changes since the 10.37-RC1 Release Candidate. The only
non-bug-fix change since 10.36 is the removal of the POSIX function names
regcomp() etc from the POSIX wrapper library.
