IMHO, there was a mistake: one redundant level of {..} iside bool{}
and improper ${lookup..} termination. Try:

            server_condition = ${if or{\
                {bool{${lookup mysql {MYSQL_AUTH_GWUSERPLAIN}{no}{yes}}}}\
                {bool{${lookup mysql {MYSQL_AUTH_PLAI}{no}{yes}}}}\
            }}
