    * skip_delivery: A log line is written whenever a message is skipped 
      during a queue run because it is frozen or because another process 
      is already delivering it. The message that is written is "spool file 
      is locked". 

Which is partially correct. For frozen messages, the message that is
written is

    message_id Message is frozen
