I explain the rationale for it: It is for an "emergency" service:
people should be able to send a message to a (large) number of addresses,
for different reasons, to each of them are assigned three responders.
for privacy reason the name of responders for each service have to be kept
private, unless they disclose spontaneously replying to the question.
Also the names of the responders for each "service" can change
periodically (usually once a month, but it can happen at any time).
So it is impossible to do it at MUA time since who send the request knows
only the address, and will know who are the assigned responders only when
one of them replies (to all, hence the request to have all in the cc:)
The request to have also the "human readable part" of the address, witten
in the alias, it is because the addresses could not correspond to real
names of responders, but it is required that all correspondence had real
names on it.
