I've already asked you to provide an unredacted test case, and the version of
Exim used. If you try running Exim yourself you will be able to produce this.
I can't find a test case for this specific scenario (0217 is assuming a limit
on the number of RCPTs) but I have amended 0216 to defer one of the addresses
and Exim behaves correctly.
