This pattern matches palindromes (ignoring punctuation):

/^\W*+(?:((.)\W*+(?1)\W*+\2|)|((.)\W*+(?3)\W*+\4|\W*+.\W*+))\W*+$/i

I don't have offhand a pattern for html tags, but it should be straightforward.
Perhaps something like this:

"<([^>]+)>.*?</\1>"
