When certs are loaded from file (as opposed to directory) if might be worth
doing
it in the daemon, before forking the receive process, to save on the load
processing.

This assumes that the TLS library is happy with being forked.

Issue would be spotting that the file has changed when a cert is updated;
currently
this is transparent and we'd like to retain that.
