The change comment for 436bda2 says it's deliberate and "per standards".
Unfortunately I didn't say what standard... looking now, I find RFC 3464
"An Extensible Message Format for Delivery Status Notifications"
2.3.2 Final-Recipient field
"mailbox address of the recipient ... as it was when the Reporting MTA
accepted the message for delivery."
So I'm not sure this is a valid bug.
