Well, if the patch is neither marked as important nor it is mentioned somewhere
in list of critical fixed bugs (and not cherry-picked to 4.89 branch), they
have no chance to find this commit ever.
As I can see, it was tagged with (exim-4_90), so probably released firstly with
4.90 and so never reached 4.89 (at least I don't see that in source code or in
patches up to [exim4_4.89-2+deb9u6.debian.tar.xz] or somewhere in changelog of
that).
Anyway, stretch-backports seems to have this fix, so I'll try this newer
version (4.92-8+deb10u3~bpo9+1).
