OK, I think I can see how this will happen on the second and subsequent retries
of
a message. You'll only hit it if you're sending towards a seriously unreliable
(by todays standard) site, or one that dislikes you, or are running very low
retry times (your initial one of 90 sec I'd call fast, and not backing off over
time... But that's policy not mechanism).
