That's actually exactly how I implemented it in my software. My code reads as
follows:

if (subs == 0 && ((soptions & PCRE2_SUBSTITUTE_NO_MATCH) != 0)
rc = match_data->rc;
else
rc = pcre2_match ...

So after the first match it continues as normal.
