One further remark:

on my CentOS 6.10 system (gcc (GCC) 4.4.7) with the same Makefile eximon starts up fine
and I can see it working, but after 1 or 2 hours it crashes with the same error message

Exim Monitor version 2.06 (compiled 10-Dec-2019 17:23:02) initializing
.eximon.bin: string.c:1274: string_vformat_trc: Assertion `!(flags & (1UL << (0)))' failed.
