I'm working on the former.
Note that with or without this, the negative cache entry is limited to the
process tree handling the connection; it won't extend across multiple
connections. Presumably you have a long-lived connection (maybe due to
deliberate ACL delays).
Even once done, the negative cache will be limited that way; a nearby caching
resolver is still a good thing.
