The R:uis.cam.ac.uk entry only appears after every other queue run (and
consistently after every other queue run even though the same two messages are
involved on the queue)
I am attempting to build a reproducible test case with a handful of routers and
no external dependencies. While I can certainly reproduce the issue there I am
struggling to reproduce it reliability.
This suggests that I'm missing a variable somewhere, possibly whatever is
causing the R:uis.cam.ac.uk entry to keep disappearing from my retry database
and then reappearing.
