This looks like you upgraded gnutls beyond what is in Stretch (which
is only 3.5.8-5+deb9u4).

Digging into this more, it looks like a gnutls issue. If I run:

# gnutls-serv --echo -p 15 --x509keyfile=exim.key --x509certfile=exim.cert

and then:

# gnutls-cli -p 15 --debug 5 localhost
...
|<4>| HSK[0x17d0818]: SERVER HELLO (2) was received. Length 85[85], frag offset
0, frag length: 85, sequence: 0
|<4>| HSK[0x17d0818]: Server's version: 3.3
|<4>| HSK[0x17d0818]: SessionID length: 32
|<4>| HSK[0x17d0818]: SessionID: 25dab9ea480a12a68e2bd3d6000f0ab12e05906199ab5c62c109fb94c1efd0c6
|<4>| HSK[0x17d0818]: Selected cipher suite: RSA_AES_256_GCM_SHA384

In other words, it seems stock Stretch gnutls can't negotiate ECDSA
ciphers with itself.

gnutls-cli-debug against gnutls-serv on the same host:

So it basically looks like stock Stretch gnutls-3.5.8-5+deb9u4 does
not support EC ciphers as a server, which is really strange.

Maybe it's something to do with the certs/key?
