How can you tell that this is always the same message? OTOH, it is the
same recipient, so I'd say, the retry restrictions should apply, as the
deferral doesn't seem to be related to the address itself (connection
closed in the EHLO response already).
What does the message log tell you for the specific message?
Helpful commands:

exim -Mvl <spool-id>
And what does the retry-database have on this issue?
exim_dumpdb $(exim -n -bP spool_directory) retry
