When using "mailq -qGfoobar" as a non-admin user does not work, even when
"queue_list_requires_admin = false" is set:

root@server:~# sudo -u nagios mailq -qGbulkmail
exim: permission denied

The normal "unqueued" mailq works:

root@server:~# sudo -u nagios mailq
root@server:~#

I need to also set "prod_requires_admin = false" to enable the non-admin user
to list the queue:

root@server:~# sudo -u nagios mailq -qGbulkmail
20m 6.1K 1hOzVT-005HSp-NZ [...]
[...]
