My thoughts are that the entire set of MIME related things belongs in one
place, a file on disk. That file contains the last of the headers (which
define how to handle the 'body' part of the file). You might describe it as an
envelope fragment since it would lack a couple headers that would be required
for a valid message.
The file on disk would be a partial envelope. It may or may not contain other
headers, any conflict between the headers it has and the headers exim always
adds are the admin's issue. (In practice Exim probably only ads the headers I
already observed in the prior post, I didn't read the source to confirm, but
it's the same file.)
