Implement verify = not_blind/case_insensitive option

"verify = not_blind" uses case sensitive matching of local parts even though
the default behaviour for handling local parts for routing is for them to be
case insensitive.

Add a "case_insensitive" option that does case insensitive matching of local
parts.
