There have been only a few very minor changes since the Release
Candidate. This is not a major release, though there are 42 recorded
changes since 10.31. Most are bug and infelicity fixes, but there are a
small number of new features, including an update to Unicode 11.0.0. See
NEWS and ChangeLog for details.
