Fires an event for each recipient when ignoring an error
That looks reasonable, but I'd like to also see testcases for the other
mainline cases that set prop.ignore_error (maybe the filter ones also) so
that we get regression coverage. Also, needs a entry written for
doc/doc-txt-ChangeLog since there is change in behaviour.
