I cannot repeat your problem, I'm afraid:

PCRE2 version 10.32-RC1 2018-08-13
/foo(*ACCEPT:foo)/
    foo
 0: foo

And it works in Perl as well:

$ perl -e 'if (foo =~ /(foo(*ACCEPT:foo))/) { print "yes >$&<\n"; } else {
print "no \n"; }'
yes >foo<

Please give more detail, but as it stands, this is invalid.
