This sounds like it is an selinux policy issue. The selinux policy for Fedora
is written by the Fedora folks, and fixing it is outside our skillset.
Exim is a setuid program for good reason, it will log errors whilst running as
root. Confinement policies need to take account of this.
[State currently left as New although inclined to move it towards WontFix.]
