After some testing, it seems that currently the downconvert flag is not copied
to addresses generated by the redirect router.
This means that in typical alias scenarios delivery can be completely broken.
It fails with "utf8 support required but not offered for forwarding", as
downconvert is not enabled.
Perhaps this can be fixed, but it reinforces my impression that this flag
belongs in router/transport configuration.
